Lokayukta Pushes Bengaluru Civic Bodies to Clean Garbage Black Spots, Strengthen Waste Monitoring by August 15
Commissioners outline targets for clearing hundreds of dumping points; BSWML plans GPS tracking for 500 vehicles and identifies 5,837 bulk waste generators
Bengaluru: The Karnataka Lokayukta has stepped up scrutiny of solid-waste management across the five municipal corporations under the Greater Bengaluru Authority (GBA), directing civic agencies to eliminate garbage “black spots”, strengthen monitoring and introduce GPS-based tracking of waste vehicles after complaints over unscientific waste disposal continued despite earlier interventions.
The Lokayukta had taken up the issue suo motu and questioned civic officials, including commissioners and Bengaluru Solid Waste Management Limited (BSWML) representatives. At a June 10 hearing, authorities were instructed to improve collection, transportation and accountability mechanisms.
GPS Tracking, Accountability for Officials

Among the measures proposed was a pilot project under which civic bodies would acquire GPS-equipped tippers and deploy drivers and helpers in at least two wards of each corporation. Existing vehicles without GPS are to be fitted with tracking devices, while old vehicles lacking such facilities should be withdrawn.
Junior Health Inspectors, supervisors and marshals have been tasked with monitoring black spots and garbage clearance from vacant sites, with officials facing accountability for failure in their duties. Assistant General Managers were also directed to ensure pourakarmikas clean residential areas and cross-roads rather than concentrating only on main roads.
Major Black-Spot Clearance Drive
At a follow-up hearing on July 29, Bengaluru East Commissioner Ramesh said the corporation would clear 50 of its 168 identified black spots by August 15 and closely monitor the locations to prevent recurrence.
Bengaluru West Commissioner Rajendra reported that 155 of 385 black spots had already been cleared. Of the remaining 230, the corporation assured that at least 150 would be removed by August 15, although its broader target was 200.
Bengaluru North Commissioner Sunil Kumar said 171 of 268 black spots had been cleared. While the civic body aims to remove all remaining 97 by August 15, it committed to clearing at least 50 within the deadline.
500 Waste Vehicles to Get GPS
BSWML Chief Operating Officer Ramadevi informed the proceedings that Intel was providing GPS devices for garbage-collection vehicles. The agency aims to equip 500 vehicles in C.V. Raman Nagar and Shantinagar by August 15.
BSWML has also undertaken a survey of bulk waste generators across the civic corporations, identifying 5,837 such establishments. It has assured that 1,000 waste processors will be operational across the five corporations by August 15 as part of efforts to strengthen compliance with solid-waste management norms.
