Imarat Shariah Restructures Leadership Amid Governance Concerns

Patna, Bihar 2025 – In a significant leadership change, Maulana Anisur Rahman Qasmi has been appointed as the ninth Amir-e-Shariat of Imarat Shariah, an influential Islamic institution serving Bihar, Odisha, and Jharkhand. The decision comes following the removal of Ahmad Wali Faisal Rahmani due to concerns over his foreign citizenship and his failure to meet essential qualifications for the role.

Leadership Change Amid Institutional Challenges

The Board of Trustees of Imarat Shariah cited the protection of the institution’s integrity as the primary reason for the leadership shift. “Imarat Shariah has a legacy of over a century, built on the dedication of our esteemed scholars. The institution cannot afford the challenges posed by foreign citizenship,” stated a representative of the Board of Trustees.

The board expressed concerns over Rahmani’s governance style, highlighting that he failed to uphold the institution’s principles and did not convene essential meetings or implement prior resolutions. His lack of scholarly credentials, a fundamental requirement for the role, further added to the decision to remove him.

Concerns Over Governance and Financial Management

The board’s review indicated that under Rahmani’s tenure, Imarat Shariah faced growing administrative and financial difficulties. The financial position of the institution weakened, and key organizational decisions were either delayed or ignored. The board also noted discrepancies regarding his citizenship status, which was allegedly undisclosed to the organization’s members.

“An Amir-e-Shariat must be someone who upholds transparency, adheres to religious principles, and ensures the smooth functioning of the institution. Unfortunately, Ahmad Wali Faisal Rahmani’s tenure did not align with these expectations,” the board’s statement read.

Appointment of Maulana Muhammad Shibli Qasmi as Permanent Nazim

In another key decision, the Board of Trustees formally appointed Maulana Muhammad Shibli Qasmi as the permanent Nazim (Administrator) of Imarat Shariah. His appointment had been pending implementation since January 2024, despite prior board approval. Effective March 29, 2025, he will assume full administrative responsibilities.

“Ensuring strong and ethical leadership is critical at this juncture. With Maulana Shibli Qasmi as the new Nazim, we are committed to reinforcing Imarat Shariah’s foundations and restoring its stature,” said a senior board member.

Future Steps and Organizational Stability

The board underscored that Rahmani would no longer have any role in the organization, and his decisions will no longer be considered valid. Additionally, all matters relating to the institution must now go through the newly appointed leadership.

To maintain stability, the board has also announced that until a new Amir-e-Shariat is officially appointed, the affairs of the institution will be managed under the board’s guidance in consultation with Maulana Shibli Qasmi.

With these structural changes, Imarat Shariah aims to overcome recent challenges and continue its mission of serving the Muslim community in Bihar, Jharkhand, and Odisha, ensuring that its governance remains strong and aligned with Islamic principles.
