Was ₹625 Crore Meant for Minority Welfare Misused? Lokayukta Notice to Minister Zameer Ahmed Khan Raises Questions

Lokayukta Notice to Minister Zameer Ahmed Khan Over Alleged ₹625 Crore Minority Welfare Fund Misuse

Complaint alleges large-scale irregularities in minority colony development projects; minister seeks time to respond

Bengaluru: Karnataka’s Minister for Waqf and Minority Welfare, Zameer Ahmed Khan, has come under the scrutiny of the Karnataka Lokayukta after the anti-corruption watchdog issued a formal notice seeking his explanation over alleged misuse of ₹625 crore earmarked for minority welfare projects.

The notice follows a complaint that accuses the minister of serious financial irregularities and procedural violations in the allocation of funds intended for the development of minority colonies across the state. The complaint has raised troubling questions about transparency, adherence to financial rules and the safeguarding of public money meant for the welfare of vulnerable communities.

Allegations of Financial Misconduct

According to the complaint, funds amounting to ₹625 crore were sanctioned for infrastructure and development works in minority colonies. However, it has been alleged that contracts for these projects were awarded without obtaining mandatory prior approval from the state Finance Department.

The complaint further claims that the allocation process violated established financial norms and may have enabled contractors to secure projects through questionable means. Such allegations, if proven, point to a disturbing pattern of administrative negligence and possible collusion that could amount to a grave misuse of public funds meant for marginalized communities.

The allegations have triggered sharp criticism, with observers questioning whether systems meant to protect public resources were bypassed or deliberately ignored.

Complaint Filed by JD(S)

The matter was formally brought before the Lokayukta by Pradeep Kumar, spokesperson of the Janata Dal (Secular). In his complaint, he submitted documents and sought a thorough probe into what he described as a large-scale financial scandal involving minority welfare funds.

After reviewing the preliminary materials submitted along with the complaint, the Lokayukta initiated action by issuing a notice to the minister. The notice directs Khan to submit a detailed written explanation addressing each allegation.

Officials have asked the minister to furnish his reply along with supporting documents in two copies, providing clarification on the alleged procedural lapses and financial decisions related to the projects.

Minister Seeks Additional Time

Responding to the notice, Minister Zameer Ahmed Khan, through his legal counsel, has requested additional time to file a detailed reply.

His lawyers stated that the allegations involve extensive financial records and project documentation, which require careful verification before a comprehensive response can be submitted to the Lokayukta.

The request for additional time indicates that the matter could involve a substantial volume of administrative and financial paperwork linked to multiple development works.

Questions Over Minority Welfare Governance

The controversy has cast a shadow over the implementation of welfare schemes meant for minority communities. Funds earmarked for improving housing, roads, sanitation and civic infrastructure in minority colonies are intended to address long-standing socio-economic disparities.

If the allegations are substantiated, it would raise serious concerns about how public resources intended for marginalized groups are being handled. Critics argue that any diversion or misuse of such funds represents not merely administrative failure but a betrayal of communities that depend on these programmes for basic development.

The case has also sparked broader questions. Were financial safeguards ignored in the sanctioning of these projects? Were contractors selected through a transparent process? And most importantly, did the intended beneficiaries actually receive the development promised to them?

Investigation Likely to Intensify

The next course of action will depend on the minister’s response and the supporting documents he submits to the Lokayukta.

Once the explanation is received, the anti-corruption body is expected to examine the materials and decide whether a detailed investigation is warranted. If irregularities are established, the probe could expand to scrutinize officials, contractors and administrative procedures connected with the projects.

For now, the Lokayukta’s notice has placed the minority welfare department under intense public scrutiny, as questions mount over the management of hundreds of crores meant for the development and upliftment of minority communities in Karnataka.
