Milli Council’s ‘Khidmat Boys’ Mobilize to Ensure No Resident is Left Behind in SIR Process
BENGALURU — With only 18 days remaining in Karnataka’s critical Special Intensive Revision (SIR) process, a wave of anxiety has gripped thousands of residents across Bengaluru. Ten days into the drive, widespread confusion over form accessibility, lack of communication from Booth Level Officers (BLOs), and complex documentation requirements have left many vulnerable families on the verge of being left behind.
However, amidst these growing anxieties, a powerful symbol of community resilience has emerged. Standing as a beacon of hope, young volunteers have mobilized across the city to set up dedicated help desks, turning confusion into empowerment.

Stepping Up in Crisis
For many residents, navigating the SIR paperwork—especially tracking down legacy data from the crucial 2002 baseline list—has felt like an insurmountable hurdle.
“Many people have either not received their SIR forms or are facing severe communication gaps with local officials,” said Sulaiman Khan, Assistant General Secretary of the All India Milli Council, highlighting the urgency of the situation. “Even those who do get the forms are completely stranded, struggling to understand what information to provide and where. These structural issues are causing immense distress, and the complaints are pouring in.”
