Karnataka Cabinet Approves Key Reforms, Infrastructure Projects and Policy Measures

Wide-ranging decisions under CM Siddaramaiah’s leadership

Bengaluru, Sept. 25, 2025: The Karnataka Cabinet, chaired by Chief Minister Siddaramaiah, on Thursday cleared a series of significant policy measures, infrastructure upgrades, and administrative reforms aimed at strengthening governance, public services, and urban development across the state.

Civil Services and Education Reforms

Among the key decisions, the Cabinet approved the Karnataka State Civil Services (Mandatory Training for Promotion) Rules, 2025, ensuring structured professional development for government officers.

In higher education, the Cabinet sanctioned the rollout of the University and College Management System (UUCMS) Version 2.0 at an estimated cost of ₹40.29 crore, aimed at digitising and streamlining administrative processes across institutions.

Major Infrastructure and Health Projects

The Cabinet cleared multiple projects addressing urban infrastructure and healthcare needs:

  • Traffic Management in Bengaluru: ₹56.45 crore allocated for new traffic signals at 110 city junctions under the State Road Safety Fund.

  • Healthcare Expansion: Virajpet hospital in Kodagu to be upgraded from 60 to 250 beds at a cost of ₹95.60 crore; Bagalkote Medical College to be developed with a budget of ₹450 crore, including academic and residential infrastructure.

  • Specialised Care Facilities: Approval for a robotic medical system worth ₹20 crore for the Institute of Gastroenterology Sciences and Organ Transplant in Bengaluru.

  • Shift in ICU Project: A 50-bed intensive care unit originally sanctioned for Chikkodi will now be built at Bailhongal Taluk Hospital in Belagavi district with ₹23.75 crore funding.

Siddaramaiah govt focuses on governance, healthcare, education and urban renewal

Bengaluru, Sept. 25, 2025 – The Karnataka Cabinet, chaired by Chief Minister Siddaramaiah, approved a host of reforms and development projects across governance, education, healthcare, and urban infrastructure on Thursday.

Civil Services and Education Push

The Cabinet gave its nod to the Karnataka State Civil Services (Mandatory Training for Promotion) Rules, 2025, setting a new benchmark in administrative efficiency.

On higher education, the state cleared UUCMS 2.0 (University and College Management System) at a cost of ₹40.29 crore. The digital platform aims to bring transparency and streamline university and college operations.

“Our priority is to modernise governance and education systems to meet the needs of a growing Karnataka,” said Law and Parliamentary Affairs Minister H.K. Patil.

Healthcare Expansion Across Districts

Several major hospital projects received Cabinet approval, including:

  • Upgradation of Virajpet Hospital from 60 to 250 beds (₹95.60 crore).

  • Establishment of a medical college and hospital in Bagalkote with 150 MBBS seats (₹450 crore).

  • A robotic surgical system for Bengaluru’s Institute of Gastroenterology Sciences (₹20 crore).

“Strengthening healthcare delivery in tier-2 and tier-3 cities is essential to ensure equitable access for all citizens,” Patil stressed.

Bengaluru Urban Infrastructure Gets a Push

Bengaluru will see new traffic signals at 110 junctions under the State Road Safety Fund at a cost of ₹56.45 crore. Multiple wastewater treatment and sewerage projects worth over ₹100 crore were also cleared to address the city’s growing urban challenges.
